The members of the team
Holder of a bachelor’s degree in geology from the University of Quebec in Chicoutimi (UQAC), Mr. Pouliot worked as a geologist from 1991 to 1994. In 1994, he joined the ranks of SOQUEM INC., working as a geologist. He was later promoted to project manager, a position he held until 2003. In 1998, he was involved in the discovery of the Brosman gold-bearing structure in the Chibougamau District.
From 2004 to 2016, he was Director General of Trans-Al Network Inc., an organization dedicated to the development of aluminium transformation. He contributed to the Canadian Aluminium Transformation Technology Roadmap in 2006 as project manager.
Bearing a strong background and vast contact network within the metal transformation industry, he became Director General of CRITM in 2016, where he devotes his efforts to the growth of member enterprises.

M. St-Cyr est biologiste, spécialisé en transfert de connaissances et dans la mise en place de démarches partenariales. Avec sa formation au baccalauréat et à la maîtrise en biologie et sa maîtrise en développement et en gestion des organisations, il a un parcours professionnel diversifié. Il a occupé différents postes de gestionnaire dont celui de directeur de la conservation et de la recherche à l’Aquarium du Québec (2018-2020) ainsi que celui de directeur général adjoint au Centre de référence en agriculture et agroalimentaire du Québec (CRAAQ),(2014-2018). Son expérience en recherche et dans la mise en place de partenariats s’est développé au sein d’organisations telles que le Centre de transfert pour la réussite éducative du Québec (CTREQ) et la Conférence régionale des élus de la Capitale-Nationale. Également très actif pour hausser l’intérêt des jeunes pour les sciences et les technologies, il a œuvré dans différentes organisations à vocation éducative.
C’est avec son expérience riche et diversifiée en gestion de projets, en transfert de connaissances et dans la mise en place de recherches collaboratives, que M. St-Cyr occupe le poste de Directeur des programmes pour CRITM. Il est membre de l’équipe depuis février 2021.

For several years, Liane St-Amand worked as an operations manager at CEFRIO, a company involved in numerous digital projects in social innovation. Throughout her career, she also contributed her expertise to FLIP FABRIQUE, the Quebec Council for Cooperation and Mutualism, the National Museum of Fine Arts of Quebec, and a few other non-profit organizations. With enthusiasm and her knowledge, she has now joined the CRITM team as an operations manager.
Ms. Paquet joins the CRITM team as a project manager. Lisa has held various positions in both finance and human resources, but it was during her university studies leading to a bachelor’s degree in administration that she developed her interest in project management. Soon to graduate with a master’s degree in project management, it is with a marked interest in this universe that Ms. Paquet joins the CRITM team.

Michel Ratté graduated in journalism from Laval University in the early 90’s and spent the early part of his career working as a journalist in Abitibi-Témiscamingue and in Quebec City. In 2006, he fell in love with aviation, and soon turned this love affair into a profession, working in the areas of public affairs, communication, and business development. Travelling on the wings of Max Aviation, he was privileged to meet and work with the entire business community of Quebec Inc. His boundless passion led him to become chairman of the board of the AQTA – Association québécoise en transport aérien (Quebec Air Transport Association) with the aim of promoting the industry’s interests.
He then returned to the rapidly expanding world of mining as director of sustainable development for Sayona Quebec. Finally, in October 2022 he was recruited by CRITM – Consortium de recherche et d’innovation en transformation métallique (Metals Transformation Research and Innovation Consortium), as Coordinator – Critical and Strategic Minerals Network, thanks in great part to his outstanding listening skills, remarkable empathy, and results-oriented approach. There, he is responsible for supporting the planning and implementation of an extensive Quebec network of scientific research into critical and strategic minerals.
Warmest thanks and a fond farewell
Having studied at the Institut de technologie financière et comptable (Finance and Accounting Technology Institute) in Algiers, Mr. Bourihane subsequently earned a Ph.D. in Taxation and Law (France) and an MBA from Laval University. He is also a member of the CPA/CMA profession (Canada).
Mr. Bourihane has 17 years of research and development experience. Before he joined CRITM in 2014, he actively participated in the implementation of research organizations (CRBM, CIDCO, SÉREX, etc.), managed a Quebec-wide collaborative research funding program, and was in charge of a college technology transfer centre for over five years. He has served on numerous orientation committees and set up several projects in forestry, mining, marine-resource, transportation, agri-food and other sectors. Mr. Bourihane’s extensive knowledge of the collaborative research ecosystem makes him a key contributor in the development of innovation projects.
